Parking is the act of stopping a vehicle and leaving it unoccupied for more than a brief time. Parking on one or both sides of a road is commonly permitted, though often with restrictions. Parking facilities are constructed in combination with most buildings, to facilitate the coming and going of the buildings' users.

What does it mean when parking brakes light comes on after pressing brakes?
Q. HELP! I drove my coworkers car to work for him and every time I let go of brakes the parking brake light flashes. It worries me and I am afraid to drive it home today. I already parked the car, applied the parking brake and released it to be sure and it still happens.

A. It could be as simple as low brake fluid in the reservoir, however, it may also be a leak in the front or rear brake system or low brake pads. I would not drive someones car in this situation because in an accident it's the drivers fault, not the vehicle owners.

Why is it illegal to park in a handicapped parking space?
Q. It seems like no matter how full a parking lot is every single handicapped spot is unoccupied. What's the point of them being there when they're never occupied and non-handicapped people need to park somewhere? I'm not saying that handicapped people shouldn't be able to park there, I'm saying that if every single handicapped parking space is empty and the parking lot is otherwise full I think a little leniancy is in order...

A. I don't know if it's illegal, but if it is then that's positive discrimination. Disabled spaces should be left free until there are no other spaces and then it's first come first served!

How does parking enforcement know exactly what time it is?
Q. I got a ticket at 8:55am today for having parked in a no 7am-to-9am parking zone. My watch showed a few minutes after 9am when I parked. How does parking enforcement know it was earlier? Do they use some special type of watch? I really want to contest this so please let me know if you have any suggestions! Thank you!

A. Quite often, councils use cameras (digital) and use time stamps on those photographs. If you are able to, request to sight the photograph. It may well be the the camera has been incorrectly set. In any case, you will probably be required to make out a Statuary Declaration and will also very possibly need to go to court, to appeal. If REALLY serious and you are able to sight a photograph, any other cars who park there regularly, may be in the image. If so, approaching them to discover if they have themselves been hit, may bear fruit. Multiple appeals may force them to back down, or at least admit that the person who used the camera, did so, inside those hours (unlikely I know, but possible). If it is a fixed camera situated somewhere… [cont.]
